Duke Realty Delivers Department of Defense Office Complex Early and Under Budget

1.75 million-square foot campus, which implements BRAC 133, is completed five weeks ahead of schedule and below projected costs.

(Washington, D.C. – August 30, 2011) Duke Realty Corporation’s (Duke Realty) Washington, D.C. office has announced that construction on the new Department of Defense administrative office complex in its Mark Center development in Alexandria, Va., is now complete, five weeks ahead of the federally mandated delivery date of September 15, 2011. The 1.75 million-square foot project, which includes two multi-story office towers of 15 and 17 stories, two parking garages and a public transportation center, also was delivered under budget. Duke Realty served as the developer of the project, working closely with Clark Construction Group and its subsidiary Shirley Contracting, the design-builders, and the U.S. Army Corps of Engineers and Washington Headquarters Service. Construction on the complex, which implements the 2005 Base Closure and Realignment Commission (BRAC) Recommendation #133 to relocate various Department of Defense (DoD) personnel from leased space in Northern Virginia, began in March 2009.

“The early and under-budget delivery of BRAC 133 is reflective of the thoughtful planning and execution of the entire project team including Duke Realty and Clark Construction Group,” said Colonel Boule, Commander, New York District, Army Corps of Engineers. “Duke Realty and Clark did a model job of partnering and communicating with everyone involved in the project, adhering to the construction schedule, meeting or exceeding construction benchmarks, overseeing the work of the subcontractors, maintaining a safe and efficient work site, and monitoring costs. We are very appreciative of their conscientious efforts and are extremely satisfied with the completed project.”

“Delivering this project early and below budget involved the cooperation and commitment of thousands of people,” said Peter Scholz, Senior Vice President of Duke Realty’s Washington, D.C. operations. “We thank everyone who was involved in this project for their efforts, attention to detail and adherence to schedules. We welcome and look forward to the arrival of DoD personnel in the weeks and months ahead.”

The DoD’s new administrative office complex is located in Duke Realty’s Mark Center at I-395 and Seminary Road in Alexandria. The site was selected for the BRAC 133 project in late 2008 after a competitive bidding process between commercial real estate developers and existing government-owned sites in Northern Virginia. The 350-acre, mixed-use campus at the southwest intersection of I-395 and Seminary Road provides convenient access to several transportation options and is within four miles of the Pentagon.

“We are happy to have partnered with Duke Realty and the Army Corps of Engineers to deliver DoD’s new administrative office complex and are pleased that we were able to complete it ahead of schedule and below the anticipated cost,” said Dennis Darling, Senior Vice President, Clark Construction Group. “Our appreciation goes out to everyone who worked on the project for their unyielding focus on delivering a landmark facility.”

Already home to many government services providers, interest in the Mark Center by other defense contractors is expected to increase with the DoD’s arrival. Duke Realty owns, leases and manages nearly 1.3 million square feet in 12 office buildings at Mark Center and has space available in several prime properties near the DoD site. Since Duke Realty entered the Washington, D.C. market in 2006, it has been successful in attracting quality tenants and maintaining consistently high occupancy at the Mark Center.
